THE PRESIDENT'S 10-POINT ACTION AGENDA
(2003-2007)
Vision

A premier State University developing human resources imbued with a culture of excellence and social consciousness, and promoting ecologically sound technologies for the development of man and the environment.

Agenda
1. Academic Programs and Instruction
a. Offer new relevant curricular programs and enrich existing program
b. Attain Center of Excellence (COE)/Center of Development (COD) status in various academic     programs
c. Upgrade instructional facilities and teaching competencies
d. Maintain "Student First" Policy
e. Institutionalize the Open University

f. Develop and Institutionalize the Monitoring and Evaluation Systems

2. Research and Development (R&D)
a. Conduct relevant basic and applied researches

b. Strengthen R&D Institutes/Center

c. Establish center for sub-tropical/semi-temperate agriculture and center for educational     research
d. Develop new schemes to promote conduct of research by faculty

e. Develop and Institutionalize the Monitoring and Evaluation Systems

3. Extension Services and Outreach

a. Strengthen community extension and outreach programs
b. Conduct training courses for client's empowerment
c. Expand technical publications
d. Institutionalize intellectual Property Rights (IPR)
e. Establish Provincial ZR&E stations
f . Develop and Institutionalize the Monitoring and Evaluation Systems

4. Resource Generation Program (RGP)

a. Sustain income generating projects (IGP's) with ROI
b.Pursue corporatization
c. Initiate built Operate Lease (BOL) projects
d. Pursue agro-ecotourism
e. Source out funds from external means

5. Administration and Governance (ADG)

a. Implement administrative policies
b. Practice and promote austerity
c. Decentralize governance
d. Promote participatory administration
e. Advocate transparency
f. Rationalize workload
g. Evolve operations and Master Planning
h. Network with local, national and international agencies
i. Pursue continuing reorganization
j. Manage with prudence Personnel and finances
k. Consolidate and protection of land resources
l. Advocate and promote E- Commerce
m. Rationalize school Integration

6. Information Communication Technology (ICT)

a. Develop and manage databases and experts systems
b. Develop the BSU as regional ICT center
c. Expand intranet and internet connectivity
d. Promote GIS applications
e. Advocate and promote E- Commerce

7. Human Resource Development and Personnel Welfare (HRDP)

a. Formulate and implement comprehensive University HRD
b. Expand scholarship for degree and non-degree programs for faculty and staff
c. Upgrade the managerial competencies of the personnel
d. Strengthen the housing program & increase other fringe benefits
e. Rationalize recruitment and promotions, incentives and rewards systems
f. Develope and promote values reaffirmation Program (VRP)

8. Student Services and Welfare Program (SSW)

a. Fully automate student records and student registration
b. Expand scholarship grants and financial assistance
c. Expand and improve housing program and other services
d. Improve guidance and counseling
e. Improve medical, dental services
f. Upgrade physical education and sports facilities
g. Strengthen co-curricular programs

9. Culture and Arts Program (CAP)

a. Reorganize the of CAP Board
b. Institutionalize indigenous People's Office
c. Establish BSU museum

10. Disaster and Emergency Program and Security (DEPS)
a. Reorganize and strengthen the University Disaster Coordinating Team (UDCT)
b. Strengthen the Emergency and Quick Response Services (EQRS)
c. Establish a Security Plan
