BSU obtains highest performance rating among SUCs in CAR in 2006

      The Benguet State University (BSU) got the highest over-all performance rating in the 2006 Annual Performance Rating (APR) of State Universities and Colleges (SUCs) recently conducted by the Department of Budget and Management-Cordillera Administrative Region (DBM-CAR).

     BSU, as the pioneering institution in CAR, obtained the highest over-all rating among SUCs in CAR with an over-all numerical rating of 5.8, since it produced several perfect point scores in the aspect of physical accomplishments, which constitutes the SUCs' major APR, namely: instruction, research and extension services as well as in other qualitative factors like accreditation status, Professional Regulatory Commission (PRC) performance, existence of a center of excellence / development, and hospital and custodial services. The University also yielded the highest weighted enrolled units point score of 8.25, despite a decrease in the number of its enrollees for the first semester SY 2005-06.

     To complement these physical accomplishments, BSU also got a very satisfactory rating both in the financial and income performance areas.

     Kalinga-Apayao State College (KASC) came in second with an over-all numerical rating of 5.10, a big feat considering KASC ranked fourth in the last rating period. The College also got perfect point scores in the major APR's though it produced zero points in the qualitative factors. 

     The Mountain Province State Polytechnic College (MPSPC) ranked third with 4.5; the Ifugao State College of Agriculture and Forestry (ISCAF) was fourth with 4.2, followed by Abra State Institute of Science and Technology (ASIST) with 3.8.  The Apayao State College (ASC) had 3.35.             

     The result of this year's rating affirmed BSU's consistent performance.  Last year, it also garnered the highest over-all rating in the evaluation. In the case of KASC, having rated very satisfactory was an amazing improvement from last time's fair rating. 

     The results stated that the performance review amplified the SUCs' untiring dedication to serve and empower the young people through quality education.  The DBM, however, recommended that courses which seemingly produce lean enrollment through the years must be phased out and its resources realigned to other courses that can encourage more enrollees; and that there must be concerted efforts among the college departments in the SUCs to revitalize course offerings and pursue accreditations to increase their scores under the qualitative factors.  The SUCs were also encouraged to look into the possibility of incorporating review classes for graduating students to support them in board examinations.

     As a general recommendation, the DBM also suggested that SUCs must venture into various income-generating projects to improve their ratings under income accomplishments to fund other relevant programs and to be judicious in managing financial resources.
