BSU, BBLAI & Partners ink MOU on CARIANA

The Benguet State University-University Library and Information Services (BSU-ULIS) together with Baguio-Benguet Librarians Associations, Inc. (BBLAI) launched the CARIANA digital collaboration at Cafe Fernando, University of Baguio (UB) on August 27, 2011.
A Memorandum of Understanding (MOU) entitled Digital Archiving of Indigenous Knowledge Researches and Providing Free Access to Indegenous Knowledge in the Cordillera Administrative Region was signed between the heads of six participating institutions. The signatories were OIC President Rogelio D. Colting of BSU, President Johann Ben Baustista of UB, President Ricardo Pam of University of the Cordilleras (UC), President Serafin Ngohayon of Ifugao State University (IFSU), Executive Director Victoria Tauli-Corpuz of Tebtebba Foundation and Executive Director Oliver Paculan of ResearchMate Incorporation.
According to the MOU, the central component of teh digital collaboration was the creation of a sub-database of the BSU Digital Library called CARIANA. CARIANA is a special corner of the Filipiniana Section of the University Library and now a digital collaboration that is freely accessed online through the link http://digilib.bsu.edu.ph
In the MOU, it was further stated their libraries, is endeavored to submit at least two titles in the CARIANA database every six months. The submitting party is obliged to notify the original authors or creator of the materials and provide them author waivers to sign to copyright purposes.
Further, research journals of universities and colleges which are considered public documents do not need author waivers because they are treated as "free harvesting" or a copyleft principle. However, it is a requirement to give or indicate credits to the author.
Meanwhile, the collaboration established a Governance Board who was task to develop, implement and maintain the site design and infrastructure of the CARIANA. The BBLAI offices were responsible for the credibility of data to be uploaded.
The name CARIANA word was conceptualized by Lauren Kipaan, Library Director. According to Kipaan, CARIANA is preferably the first full text digital library collaboration in the Philippines. "Usually, digital collaboration in the Philippines are bibliographic because they just provide the listing of the titles of articles, journals and books but CARIANA envisions to offer full text and full length data of Cordi-materials," explained Kipaan. He stressed that researchers, teachers and students will not be troubled in browsing the CARIANA since it is a Google enabled search.
This Digital Library initiative was spearheaded by the BSU-ULIS and the ICT Division, a website and a server were put up in line with the vision of the ULIS unit to be an ICT model in the region that will facilitate free information access to all users. //Rhe-Ann B. Ngayaan, The Mountain Collegian
